Standing Guard During Ramadan: 25 Years of PNS at Bazaar Raya Geylang Serai

Since 2000, Police NSmen have helped keep festive crowds safe at one of Singapore’s most beloved cultural events.

When Prime Minister Lawrence Wong launched the Geylang Serai Hari Raya Light-Up on 25 February 2025, he also took the time to meet a special group of officers — the Police National Servicemen who planned and carried out security operations for the popular Bazaar Raya Geylang Serai.

The encounter underscored a major milestone: For 25 years, Police National Service (PNS) officers have diligently ensured the safety of thousands of visitors to the bazaar every Ramadan. With dense crowds expected nightly, these officers remain a visible yet unobtrusive presence — keeping the peace while letting the festivities shine.

FROM LEADING ONE TEAM TO OVERSEEING THE WHOLE OPERATION

By day, Deputy Superintendent of Police (NS) Mohd Haiqal Bin Mohamed Suhaimi is a fitness instructor. By night — during Ramadan — he is a familiar and reassuring presence at the bustling Bazaar Raya Geylang Serai, a role he’s taken on since 2014.

This year, he stepped up to lead the entire PNS deployment, having served as a Team Leader in 2024. “When I was a Team Leader, I was responsible for one team,” said DSP (NS) Haiqal. “At the recent operation, I was responsible for all the PNS officers, and also worked closely with regular officers on deployment planning.”

TRUST, TEAMWORK, AND TACTICS

Each year, over 100 PNS officers are recalled for the bazaar deployment. “It’s one of the few deployments fully managed by PNS officers and I’m very proud to be part of it,” shared DSP (NS) Haiqal.

Partnering him this year was Sergeant (NS) Haikel Azhar Bin Mohamed, one of the new faces on the ground. “Although I’ve been a PNS officer since 2014, this was my first bazaar deployment,” said the Senior Process Technician. “It was eye-opening — managing crowd flow and working closely with vendors and visitors.”

The duo made a strong team: one brought years of bazaar experience; the other, fresh perspectives. Both sharing an unwavering commitment to public safety. “Working with Haiqal has been great,” said Sgt (NS) Haikel. “He’s very hands-on and makes sure we have what we need to do our job effectively.”

Sgt (NS) Haikel also pointed out how much coordination happened behind the scenes. “From crowd control planning to emergency response readiness, we were constantly assessing the ground situation and adjusting to keep things running smoothly.”

Building rapport with vendors was also key to ensuring smooth operations. “We made it a point to engage with them regularly, understand their concerns, and offer assistance when needed,” said Sgt (NS) Haikel.

FAMILY SUPPORT BEHIND THE BADGE

The recent bazaar saw about 1,000 visitors each day. For officers like Sgt (NS) Haikel, serving during Ramadan meant juggling duty and family life. “My family was very supportive,” he said. “We made the most of the time we had together — whether it was having the pre-dawn meal before my shift or breaking fast together when we could.”

KEEPING TRADITIONS SAFE AND THRIVING

DSP (NS) Haiqal and Sgt (NS) Haikel are part of a legacy that has quietly safeguarded one of Singapore’s most treasured Ramadan traditions for a quarter of a century. “The most rewarding part was knowing that our presence contributed to a safe and enjoyable experience for everyone,” said Sgt (NS) Haikel.

Prime Minister Lawrence Wong Makes First Ground Visit to Home Team

PM Wong met Home Team National Service officers and got a firsthand look at the latest operational technologies during his visit to the joint Home Team facility in Punggol.

Prime Minister (PM) and Minister for Finance Lawrence Wong visited the co-located Punggol Neighbourhood Police Centre and Punggol Fire Station on 4 April 2025 — his first official visit to Home Team frontline units since taking office as the Head of Government.

Accompanied by Minister for Home Affairs and then-Minister for Law Mr K Shanmugam, SPF Acting Commissioner How Kwang Hwee, and SCDF Commissioner Eric Yap, PM Wong engaged with 30 National Service (NS) officers from the Singapore Police Force (SPF) and the Singapore Civil Defence Force (SCDF).  

During the visit, PM Wong was also briefed on some of the latest training and operational capabilities of SPF and SCDF.

TACTICAL TECH TO NEUTRALISE DRONE THREATS

The SPF’s counter-drone capabilities include the use of the Radio Frequency-based Jammer Gun, a device jointly developed by the SPF and the Home Team Science and Technology Agency. This system can disrupt the control signals of unauthorised drones, allowing for safe neutralisation and retrieval of the devices for further investigation.

SMARTER PATROLS WITH NEXT-LEVEL MOBILITY

The SPF’s Next-Generation Fast Response Car (NGFRC) represents a leap forward in policing technology, with key features such as the Integrated Vehicular Dashboard and the Automated Number Plate Recognition System.

The Integrated Vehicular Dashboard acts as a central command hub, enabling officers to manage all onboard technologies through a single interface. The Automated Number Plate Recognition System scans for vehicles of interest, allowing officers to focus on other critical tasks. Both features are supported by live video streaming to provide real-time updates to the Police Operations Command Centre.

IMMERSIVE RESCUE TRAINING WITH XR TECHNOLOGY

The SCDF’s Smart Classroom enhances training for Fire Station personnel through digital tools and immersive technology. In addition to interactive screens for remote learning, the system includes the Road Traffic Accident (RTA) Extended Reality (XR) training simulator, which sharpens rescue skills while reducing the need for full-scale training setups.

Donning a virtual reality headset and handling physical tools like a hydraulic spreader and cutter, trainees perform realistic rescue actions that are mirrored in the virtual world. The experience is enhanced by a Multi-Sensory Augmented Virtuality Suit, which simulates environmental elements such as the scent of smoke and the sensation of heat.

COORDINATED CARE FOR CARDIAC EMERGENCIES

To boost survival rates for out-of-hospital cardiac arrests, the SCDF introduced the team-based High-Performance Cardiopulmonary Resuscitation (HPCPR) approach in 2019. During an incident, each responder takes on a defined role — from Automated External Defibrillator operation to ventilation and rotating compressions — ensuring a fast and coordinated response.

By improving the quality of CPR and the survivability of patients, HPCPR reflects the SCDF’s commitment to high-quality pre-hospital care.

POWERING FIREFIGHTING FORWARD

The Electric Pump Ladder (E-PL) is Southeast Asia’s first fully electric firefighting vehicle. The next-generation Class 4 appliance carries 2,000 litres (l) of water and 400l of foam, and can travel up to 600 kilometres on electric power and an energy backup unit.

Designed with frontline operations in mind, the E-PL features a spacious cabin, front swivel seats for better crew interaction, and a height-adjustable chassis that allows quicker entry and exit. Its compact frame and all-wheel steering — including a “crab steering” mode for diagonal movement — make it highly manoeuvrable in tight urban spaces. The vehicle is also equipped with a remotely-controlled firefighting robot, the Modular Firefighting Machine.

HONOURING THE COMMITMENT OF HOME TEAM NS OFFICERS

The Home Team currently comprises over 43,000 operationally ready NS officers and more than 7,000 full-time NS officers serving across the SPF and SCDF. Their enhanced roles reflect the Home Team’s commitment to maintaining operational readiness amid a dynamic and evolving security landscape.

PM Wong’s visit not only underscored the Home Team’s vital role in safeguarding Singapore, but also reaffirmed the Government’s support for NS officers who balance family, work, and national service in their mission to protect the nation.
